Most people point to windows when asked where they think the biggest energy issue is with their house.  Contrary to this conception, window replacement is not often high on the list of cost-effective measures.  Other measures such as air sealing and insulation typically have a better bang for the buck.  If windows are damaged and extremely leaky, or if you want to change them for aesthetic or sound reasons, then they may influence the decision in the direction of replacement.
